070 clone with carb issue…can’t turn it sideways for milling.

Sure it's not the fuel pickup in the tank moving / not moving and sucking air when it's on it's side?
good question. I need to get the saw to my shop and do more evaluation...the guys just pointed it out when I was there today.
It could well be as simple as that especially if the filler cap has one of the spring steel things...I've seen them catch the fuel filter and hand up.
 
Fuel filter is tucked up with a bend on the fuel hose, don't suck the fuel in the low right side of the tank.
The problems I get with the copycat carbs is their fuel valve usually don't work; gas / temperature changes / splasing of fuel in the tank creates gas pressure in the tank. The tank pressure fills the the carb / engine / saw and your shelf with fuel.
