It bolts the carb floor, crankcase, and av system together. It needs to be there

Goofy question, but it seems like that hole goes to the AV springs. The screw just goes in about 3/4 of the way and spins, it never grabs anything, is there a nut inside the spring?

Yeah. Not sure if it’s a metal or plastic piece that serves as an attachment point in the spring. But there’s a metal insert that the screw threads into. Maybe a longer bolt would grab more threads.

The way the screw is hung up in the throttle linkage, where the shaft is resting ,it probably got caught up and rotated into the choke kick down link pushing the choke lever out like a fulcrum. Its in the perfect position for that.
