Able to be saved??

Last summer I moved into my current house. At the time, this eastern white pine was mostly green with maybe just a touch of brown needles. Now, it looks like its in bad shape. Looking at the trunk, I suspect when it was planted, it was planted too deep. Hoping/wondering if it can be saved, I started to expose what I could thinking it was badly being girdled. Hoping for some advice from those more knowledgeable than me. Thanks!

Think she’s a goner.

Looks pretty mature to be pointing the finger at a young planting error though.

That pavement and pond or body of water been there a while? Any recent excavations near it?
 
everything was done 20 years ago (pavement, pond, tree, grass, etc). I think it's gone too, just wanted confirmation.
