Black Oak branch removal

I'm a layman, looking for feedback on my over enthusiastic day or pruning. The pole saw took over.... I believe this is an eastern black oak, the branch was reaching out and down into the road, it was a bit much for a manual pole handsaw. A 6in branch, the cut is 8+in. 2 queries:

Did the 3 cut but still a bit of tear. Did I leave enough collar? There was some flare that went with the bottom of the branch.
Is this within the safe time to prune a big oak? It was March 2nd with another week of high/lows 40s/30s (a couple colder) before spring will probably start kicking in. There's been a lot of rain in SE Virginia. Starting to feel more like Seattle...

Thanks. The literature around timing oak pruning is a bit stark with the oak wilt problems. But I don't think that's been as much an issue in SE Virginia.
