Controlling Scale on Magnolia Tree

I have had been in spray business for years. But can't remember when to use dormant oil for scale. Would it best to spray after the tree blooms ? I started spraying with Dad at 12 years old with the good stuff. Now at 81 starting to forget things. thanks for any help.
