You'll need to have a certified arborist do restorative pruning in 2-3 years and then again 2-3 years after that. I do believe the tree can eventually have a more natural structure.

Not sure where you are in NY but we do some work in Steuben and Chemung County, NY. You can also use the "find an arborist" tool on isa-arbor.com

Depending on how much you like/enjoy having this tree around, You should consult with an arborist now!! And have them develop a long-term care plan for insect, bacterial, fungal management. They should/may recommend trunk and root injection. Look for an Arborist that is ISA/TCIA certified.

Sure, things MAY come up since it was topped, and monitoring is a good idea. But to just start injecting stuff because "maybe" is almost as bad as the topper.

Frankly, being a Tulip-poplar, very good odds that it rebounds with little degredation to the health of the tree (especially since it was hacked late in the year). The big loss is long-term structure and form...and the expenses that go with trying to fix that in the future.
