I'm rebuilding a Tilloston on a friends 028 and I've got a question about the Inlet Control Lever. Is the position in the pics too high? Should it be flush with the body? And if so how do you adjust it?

When rebuilding a Carb, should you use a ultrasonic cleaner to remove crystal from the fuel ports?
 
Yes, it should be flush. The adjustment is made by bending it slightly
I usually use a flat blade screwdriver, get under the tab and tweak it a little. Put a straight edge across after and it should just barely be touching. Also, bounce the lever a few times after you tweak it and before you check it to make sure it's "settled" where it will normally be after you've been torquing on it.
