Hello all. I’m a new homeowner and new to tree care. Came across this on one of my trees and it doesn’t look good (in my unprofessional opinion).

Looks like some type of ornamental cherry tree .
Tree looks in good shape but I'm not a an expert either ...I see some type of fungus on the limbs on the ground .
