I have the free in my front yard. When I bought this house two years ago, it would grown to a full covered reddish leaf. The last two years it’s not fully filling as it used to and almost looks as if it’s dying. The leaves fall off in the fall and come back in spring. Just not as full as it used to be.

Main protocol would be to increase vigor. But it’s a two edged sword. To much nitrogen will exacerbate the issue, and not enough will do the same.
Get a soil sample and follow the recommended soil improvements.
