McCulloch 1-41 Carb Setting

So I bought at McCulloch 1-41 off ebay and cleaned it up a little bit and rebuilt the carb. I noted the carb High and Low (1 1/2 counter clockwise turns from all the way in) settings before disassembly and mad sure to set them back after the rebuild. The saw runs, but it seems to be idling at really high rpms.The chain is spinning like crazy. Does this mean I should screw in the Low screw? I'd experiment but Ive spent enough that I figured I should ask for advice from folks wiser and more learned than I.
 
The bronze disc inside the carb that is attached to the throttle pin was slightly off center. I believe that in effect this was keeping the throttle slightly open even without depressing the trigger. Sorry if my lingo is off.
