Stihl 045 av won't fire

I have a stihl 045 av that I purchased to fix up. I removed the points and condenser. I installed an ignition chip. Tested the saw for spark before I started to put all back together. With no carb installed and a little mix it fired up in two pulls. So I put all back together. I put a new carb kit in and I couldn't get it to fire. So I ordered a new spark plug as a thought. Still no luck. Compression is good. I even tried to add a little mix to the motor. Still absolutely nothing. I am so confused because I got it to fire up with no carb on and now all new stuff. No luck. Hope someone can help. Thanks in advance.

Are you full throttle and no choke once you have put a splash of fuel down it?

if so, back to basics:

You need fuel & air (as well as a clear exhaust and intake)

spark (and timing)

compression

And just for future if you do any 4 stroke work, valve timing!
