That's generally how I do it, set the low speed jet so there is no hesitation between low and high and set the high as you describe and no idea what they idle at but fairly low rpms so it runs nice and no clutch drag, mind you as she breaks in things will change a bit.- maybe after the first heat cycle I let them cool down and check ( retorque )the cylinder and muffler bolts but that's just my opinion.
