Well if it were me, and I OWN the land the road is on, Im closing the damn road! Have the tree guy lay it right down the middle of the road if you want to and leave it there. Id also pull that guard rail up. Try some of these suggestions and see how long it takes for somebody at the county to tell you that you cant do it.
