What is this getting after my bur oak saplings?

They start out looking like the first pic and then after about a month they look like the second pic. I have another sapling about 20 feet from this one and all of this year's growth is completely destroyed.
 
It may help if you can flip the leaf over and take a few pics of the underside. It may be an insect with piercing and sucking mouth parts similar to Oak phylloxera.
My first thought was fungal and possibly galls as ATH posted however I'm not sure.
