Yellowing leaves

Hello- hoping someone can identify what is happening with my tree. This year it has not blossomed in spring like it usually does and many of the leaves turn yellow with black dots near the tip and fall of prematurely. The tree is a Mexican bird of paradise (Caesalpinia mexican).

Have there been any changes to the ground around the tree in the past year or so?
No change to the ground. We did have record heat and drought last summer which I am sure was hard on the tree. So the ground was probably a lot drier but that is the only change.
