Hi there ! I am trying to get an older Stihl 038av back up and running …. It doesn’t want to start easily and runs really really lean when it does ….. put a carb kit in it and it still runs lean and starts hard . Any help would be appreciated

Check compression. Pull the muffler and inspect p&c.
Correct mux ratio? Use 40:1. Inspect plug.

A quick check is the operation of fuel tank vent as well.
