    I'm not sure if Swamp White Oaks grow in SC, but it's normal for those to have peeling bark. Perhaps some other Oaks out there share this same behavior, don't know for certain. Photos are definitely worth 1,000 words.

    8 ft. is too close for an Oak. Forget roots and foundation problems, that tree will be a hazard for the home once it gets large enough. Most Oaks spread 20-30 ft. minimum. I'd move it real early next Spring before the tree breaks dormancy, keep it at least 20 ft. from your foundation.
