Have a Stihl 028 that wouldn't stay running. It was scored bad, so we put a new cylinder and piston in it, and it still does the same thing. It also has a new carb kit, and I cleaned the carb out good a second time just to be sure. It kinda seems to be starving really bad. Probably why it burned up in the first place. Any ideas?
 
If you rebuilt the top end and it has compression, then it's likely a fuel issue. Before replacing the carb entirely, replace the fuel filter and the fuel line. Also, open the low-speed set screw up a tad to be sure it's not starved for fuel as you say above. And, the impulse hose may have a crack in it so that the carb does not receive the signal it needs to send more fuel.
