I am working on an 026 (non pro) that has a small round plastic oil pump. Can I change this out with the 026 pro oil pump? The pro oiler has the adjustable feature I would like to add to this saw.

yes, I do this all the time. Assuming you have all the parts including the crankshaft ring and bottom washer, you'll need to also change the clutch drum to the newer style and you need the crankcasing with the adjusting hole in the bottom to make it all worthwhile.
 
one more thing... There is a model (or two) of the 026 oil pump that has the adjuster and can use the existing brake drum etc, but differs from the "pro" pump in one important aspect - the pro pump only pumps oil when the chain is moving; the others pump all the time the motor is running. I like not leaving a puddle on the ground when idling.
