The manual wasn't clear on this... in the summer should the shutter be horizontal in the orange plastic cover and in the winter it should be vertical in the cover correct?
 
In the summer, you want air to bypass carb, and flow across cylinder. In the winter, open it up so warm air from cylinder flows across the carb. and cyl.


The fan on your starter flywheel blows air across the cylinder(summer), or the cyl. and carb(winter), to keep carb warm and cylinder cool. Don't forget to to use thinner bar oil in winter.
