Bacterial wetting disease

Bacterial wetting disease has appeared on a friends oak tree. Does anybody know what to do about this,what causes it ect.
 
Not at all. Im talking about wet discharge that comes from a few limbs and the trunk. The tree seems healthy otherwise. Somebody told him it was bacterial wetting. Not really sure if this is the proper diagnoses or not. Ive seen it on a few other pinoaks ive worked on.
