I have an old Bandit chipper that starts and cuts fine, but there’s an issue when throttling down. About half the time as it gets to about 1/3rd max RPM the disk is slammed to a complete stop. The disk spins freely afterwards by hand, nothing wedged in the housing (though that has been the case in the past). Clutch is adjusted properly. Any ideas what it could be?
