Disease identification on Japanese red maple. Please help

Those look like scale insects. Perhaps a waxy of cottony type but I'm not familiar with these species of critter.
 
Hort oil, watch buds and be careful, many Acer are oil sensitive.
Safari root soak if still problematic and time application close to crawler emergence.

I'd have to look at the label to be sure but I think labeled rate is about 1 to 4 ounces of product per 10" of DBH.

I would time the application as close as possible to crawler emergence because safari has a shorter residual than other neonics though it is known as a better scale killer.
