Dying Willow Oak?

I have a local Willow Oka tree. It appears to be relatively young. The leaves on this tree are turning yellow, in an area where there is lush greenery. Also, the bark at the base of the tree appears rotten with signs of infestation; some kind of mite. Along the lines of the bark, there what appears to be sores or "blisters" forming all along the trunk. What can be done to save this tree, or must it be removed? I am located in Northern Virginia.

Go to the hardware store and get some permethrin powder Or spray. Cover the tree and bark. Keep it well watered. May still be too late.
 
I fear this tree will have to seek out its on fate. I am not in control of the area and am not skilled enough to provide treatment. I was more so curious towards the current condition if any could tell from the photos I published. Thank You.
