High Idle Issue

I have a Stihl 192t that will not idle properly. It currently idles too high/fast. It is properly tuned, and I even reset the carb twice. The L, H, and LA are all properly reset, yet it still races.

I thinking maybe carb internals. I just cleaned the saw up and put a new intake boot on it as the old one had a crack in it.

Any ideas would be great, thanks in advance.
