Husky 350 bar plate over worm gear

Fellow brings me a non-oiling 350. It was the worm gear buggered up. Putting it back together, the bar plate stands off on carb side. See pics. Looks like he may have caulked the channel where bar plate should go. I can't tighten the hex nut cuz bar plate pushes hard on worm gear. I couldn't see on the IPL where I'm missing a "channel insert".
Try to bow out the bar plate around worm gear?
Or I could put washers under plate to keep it off the worm gear?

I am thinking first put on the plate and then the gear. Could be wrong. Mike

You are correct. The worm gear goes on after the plate is installed.
