limiter caps on carb

I just got a used MS460 and it was idling kinda rough so I pulled out the rubber boot that covers the adjusting screws so I could get a better look at the screws. I saw that it has the plastic limiter caps on the screws. My question is this. If I turn the L screw all the way in is that the same full lean position that it would be if the limiter cap was not on there. Or with the limiter cap on is the full clockwise position not full lean but the recommended 1/4 turn out that the spec calls for.
 
If ya turn the carb H/L screw clockwise it will closes the jet. Lightly seat the screw, then turn counter-clockwise to richen and ajust the carb.

The red limiter caps limit screw travel in the CCW direction(open) and will only turn so far.

Which will allow you to properly tune a stock saw within thier factory RPM setting.
