My 021

So my neighbor bought an 021 and when he starts it, it fills his entire garage with blue smoke, is this just tuned to rich or could there be other problems?

Someone might have put some bar oil in the gas tank, rinse it out and put in fresh mix.

He bought it bone dry and I put fresh gas with synthetic mix 50:1 in it myself. I was surprised at the amount of smoke it produced

Run it a while, see if it clears up. If not, take apart the carb, you'll likely find that a welch plug has popped out.
