Is that patch of bark dead? Based on that one picture, it looks like it is. You should be able to confirm pretty easily - if the bark comes off and is browning under that area, it is dead. If that is the case, the fungus is simply showing up to start decaying dead material. It is unlikely the same fungus seen there caused the dead spot.
 
Looks like slime flux. Common on Chinese elm, never have seen it on Pear though. Pear might have fire blight.
