The lower portion of the handle is broken, and needs to be replaced. I believe the roll pin needs to be turned about 45 degrees to be tapped out. Do I need a special tool to turn the roll pin? A screwdriver ain't cuttin' it.

Thanks in advance for any input.

Thin punch, I dont remember having to turn it just tap it.

Just tap it out. No turning necessary.

Why would you think it has to be turned?

You can use a thin drift punch or there actually is a roll pin punch .To re-install the pin grip it with a pair of vice grips just enough to squeeze it and tap back in with a hammer 'til almost all the way "home" finish with roll punch.

Hammered to many roll pins.
