15 minutes sounds like bad coil, saw gets hot and coil dies. Saw cools down, coil works again, saw starts, repeat the process. The slipping recoil is probably worn pawls, a worn drum, or a worn spring. Maybe the flywheel's worn down too but I kinda doubt it.
When it dies it'll start right back up, which leads me to think it's not a coil issue. I will be keeping an eye out for a used one at some point just in case it does end up failing on me.

Dis the saw get pressure and vacuum tested? Fuel tank vent open? When it quits, immediately test for spark.
Haven't checked the tank vent yet, but I'll definitely take a look at it too
