Ok this is a transplanted pin-oak showing symptoms of chlorosis, shocking I know. But What Fertilizer can fix this? or can it? What is it? Area : East central Missouri.
 
If i'm reading your post right and the pic your looking to cure the large gall right? If so it's caused by a mite and any miteicide will help.
 
Cut them galls off, they suck.

The very leaf tips are dying back a bit and yellow.

The remainder of the leaf is a little spotty for yellow.

Looks like either an over fert job and burning perhaps, over watered, and perhaps a nutrient deficiency.

You said these were transplanted, do you know much of the history, like were they plonked in with a handfull of fert etc?
