They probably messed with the governor to obtain more rpm/more pressure. The governor shaft has the end cut. Is missing half of it on a 5mm lenght. The arm that goes to the carb has a slit that have to be[usually] aligned with the cut part of the arm. Second the spring on the main linkage[governor to carb] has to be installed over the linkage[ the rod inside the spring]. Third: check that the new carb opens the same direction like the old one.
 
The spring it supposed to go over the linkage and assuming the carburetor you put on matches the one you removed. The proper way to adjust the governor per the factory service manual is to loosen the nut on the governor arm, push the throttle plate on the carburetor open by pushing on the governor arm and hold it open, then turn the governor shaft coming out of the motor the same direction that the governor arm moved to open the throttle plate(clockwise). Turn the governor shaft as far as possible(which won't be much, maybe an eighth to a quarter turn), then tighten the nut to lock the arm to the shaft in that position. If that doesn't help and it still revs to the moon, then there is most likely an internal problem with the governor. They can be made of plastic and the teeth strip on them.
