what to do with a hole in a tree?

hello everyone, what is the best way or only way to repair a hole in a tree. the customer cut a branch about two feet above the ground about two years ago. the tree is closing but the middle of the hole is about 18 inches deep. it is full of water of course. some other tree co. in the area say don't touch it. some say to drain water and fill with the foam that expands. is there any other tree guy that have tried anything 20 or 30 years ago that have seen any promissing results either way. the tree is a live oak about 25 years old, and 35 to 40 feet tall. the tree is perfect except for that cancer developing at the base. we have hurricanes every year in louisiana and i don't believe the tree will survive of the rot gets into the root system. any advice will help. thanks
