Noticed this today on my young Pin Oaks. Do not think they are galls. There are ant like insects all over them. Also hornets. Leaves seem to be dying where they are attached. Trees were spaded in last march. 20230810_175401.jpg
 
The reason I was unsure if they were galls is that I have seen some on my Red Oak that were different looking.
From what I have researched there is not a lot that can done, is that so?
Why don't you think they are galls?
Those are definitely galls, not sure from what insect, but they are galls.
