    Cut before you apply I would cut before you apply to open the weeds so the herbicide can quickly get into the system. Also there should be rain fast time that you should apply before it rains or you irrigate.

    What could cause literally half of a tree to die?

    Crab apple? Was there spotting on the leaves that were still on the alive side of the crab apple? If so and if the leaves were falling earlier in the season then they should it is apple scab disease which I have saw an increase with this same occurrence in Michigan.

    thats in bad shape... I own a landscaping company that specializes in lawn and tree care. More than likely that is a dead tree barely hanging on. However if you are set on trying to save it before you put talstar on the tree i would recommend a root zone fertilization and then a fungicide.Wait...
