There’s a tab on the cap. Line it up with the slot on the carb. If the cap was installed correctly, turning the screw ccw till it stops will line it up. There’s a special tool, with a left hand thread, to pull it out.
Sometimes you can get away with the selftapping screw. Even with the tool, it is a major pita.
