I have an Austrian Pine that is now approx 14 feet tall. Two winters ago heavy snow broke several branches near the top of the tree. Now the tree is growing well but has a 4 foot section of trunk with no branches about 3/4 the way up the tree. It looks like something from Dr. Seuss. Any recommendations on how to resolve this. I'm assuming that this gap will always exist. The tree above this bare trunk is growing vigorously. Any help is appreciated!

Yes it will always exist but a four foot gap between whorls won't necessarily appear as a defect (or even a visible gap in the canopy)on a more mature tree. Give it time. the "gap' is going to remain at the same height while the crown continues to grow upward. In 20 years you may not even want any of those lower branches. If you leave them (a good plan) the big bushy limbs will have filled the space long since.
 
A picture would help a lot.

The gap may be filled somewhat by training the branches below to raise up. this is done by reducing end weight. Branches above can be lowered by pulling them down by attaching end weight, like hanging weghts such as bird feeders.

Or you can wait as Justin suggests.
