Colorado Blue Spruce and Cytospora Canker

I noticed some white resin on the trunk of my 5 ft tall Colorado Blue Spruce. Google search reveals it is possibly a sign of Cytospora canker - a fungal disease that is common for blue spruces. However, despite the white stuff, I don't see any dead or dying branches yet. Can this be something else, not necessarily Cytospora canker? Also, if this is in fact Cytospora, I read there's no effective treatment exists, and the only way to manage it is to prune affected branches or replace the tree. Is there any fungicide to try before cutting down the tree?

Agree with @Raintree not where I would have gone is guess some physical injury.

Some of the needle coloration does look a little like Rhizosphaera needlecast though. That is becoming pretty common throughout the eastern US.
