Thank you so much for your advice. I think it will be fine. It was a big help talking to people on here that work with trees all the time. I recognize my inexperience and am just trying to do the best thing for my tree and neighbor too. Am grateful for your time to answer my concerns.

Get a copy of your Homeowners Association Regulations. They have to give it to you. Next time he brings up BS, you can pull it out and quote the page number to him. Better yet, run for the board of your HOA.
