Sloppy orange growth on cedar trees

A neighbor of mine has a sloppy orange-colored mass hanging on his cedar trees in different spots. It looks like tapioca pudding. Anybody know what this might be?

And what to do about it?

The gelatinous mass you are describing is one of the stages of a disease called Cedar/Apple Rust. It is harmless to the junipers (Usually), just unsightly. When spores from it find their way (wind blown) to apple trees it then infects the buds/leaves.

It can be quite problematic for Apples (foliage not the fruit). Some Apples are very sensitive to it; others are not.

Do a search on google for "Cedar Apple Rust" for the complete story on it. You may find it quite interesting
 
It is a pest on hawthorns too, pretty much all Rosacea will get it.

We tell people if they want to control it on thier hawthorns they need to cut all the native junipers in the area down.
 
one client has it all over a redcedar; considers it ornamental and doesn't mess with it. It's been on for years; tree is not doing great but not too unhealthy either.
Now how many apples and howthorns in the neighborhood are messed up because of it, I don't know that.
