The saw will idle like it suppose to then at WOT after a couple seconds the tach goes from 12500+ normal to 15000+ rpm. Seems I have had this same problem with several other MS360 036s. THis one I have, not done a pressure test yet but others I have and it was not a leak. Is there something about these carbs that can get worn out and at wot lean out?

Try opening up the carb's hi-speed setscrew a trifle and see if it does the same thing. Simple fix, less than a quarter turn back out should do it.
Flywheel side seal and bearing are probably bad. The 12,500 up to 15k thing is an air leak
