tree identity?

My neighbor has a tall evergreen tree that has cones that are long and when opened look like wooden roses. A road project may destroy this tree. We cannot find anyone to determine type of tree this is. It is 45 years old.
Could you help me?

Where are you located?
How long are the needles?
Needles grow in groups, how many are in each group?
Are the needles round or flat or other, in cross section?
If you grab a branch do you go, OUCH, or is it soft?
Are the needls twisted?
What is the physical size of the cone?

These clues should help us narrow it down.
