What’s wrong with this tree?

This tree is on my neighbor’s property and has already split once. I cleaned up the first incident but I feel if this tree goes it will beyond my humble means of disposal. Is this tree a risk for further events?

How deep are the holes? It sure looks punky to me. How much good wood is left will determine how long before the rest comes down.
