I think the screen was full of carbon and had to be removed to verify the unit would run properly. You must have forgotten to advise the customer to find a dealer to install a new screen and properly tune the unit to Federal, State, Local, and Obama standards.
 
If it is one of you buddy's playing a joke on ya, just tell them that you thought it was a scam and called the local PD and informed them that you had an imposter passing himself off as a state employee, with ties to a fed agency.
 
I had talked with a few local guys, they asked me if I had a local business
liscence, they knew I didn't.

Anyway, a customer picks up his trimmer today, had a wasp nest in the
muffler, I told him I cleared it out, he would not have any more problems.

He flips out this cheesy county badge.....

Says he is attached to the Ky EPA..........

Says they will take it back and look at it....

I will admit, I tossed the screen.

What am I looking at? Worst case?

Ky is way lax on enviromental crap, is this guy just blowing smoke?

Any advice appreciated....

First off,

Kentucky doesn't have a Environmental Protection Agency.

Kentucky has a " Kentucky Department for Environmental Protection".

Within this Department they have a Division of Air Quality, and

An Enforcement Division.

Saying he is on detail to the Kentucky EPA is like me saying I'm the Pope.

Methinks you have been had, or we have been had.

They have an excellent website. Go visit it.

Last time I checked EPA is federal not at state level and what would they check you for? The EPA knows when equipment ages it isnt as envirmentally friendly. The spark arrestor isnt under any EPA regulation. If there was a bees nest in the muffler how did it get in when the screen was in place when it came in?
 
This was in my email:

The Power of a Badge
A Drug Enforcement Administration officer stops at a ranch in Texas and talks with an old rancher. He tells the rancher, "I'm here to inspect your ranch for marijuana."

The rancher points and says, "Okay, but don't go in that field over there."

"Mister," the DEA officer explodes, "I've got the authority of the federal government with me!" He produces his badge from his pocket and proudly displays it to the rancher. "See this? This badge means I'm allowed to go wherever I want -- no questions asked or answers given. Have I made myself clear? You understand me, old man?"

The rancher nods politely, apologizes, and goes about his chores.

A short time later, the old rancher hears loud screams and sees the DEA officer running for his life chased by the rancher's gigantic Santa Gertrudis bull.

With every step the bull is gaining ground on the officer, and it seems likely that he'll get gored before he reaches safety. The officer is clearly terrified.

The rancher throws down his tools, runs to the fence and yells at the top of his lungs: "Your badge. Show him your BADGE!"
 
If this were legit, he'd need doccumented proof that the screen were in there when you got it, and doccumented proof that he gave it to you on XXX date, and doccumented proof that the screen was not there when he picked it up including a paid repair ticket. Otherwise he can't prove that you removed the screen, or that you were even done working on the unit when he took it. Otherwise it would be thrown out of court.

I'm not so sure that removing the screen is unlawful anyway, unless you are using it on US forest service land.

Alot of the homeowner OPE has emissions lifespans on it. I think the wildthings are 50 hours. In order for your 'EPA' douche to press this issue, he'd probably need to produce a log of hours on his trimmer. Otherwise, how would you know it wasn't already outside of it's life-cycle, and due to be scrapped.
 
Fish my friend,,,,, Do you have a business or do this as a hobby?? DO you charge sales tax? If not then it's for hobby not business. If he paid you in cash for your service don't worry about it. If it was charged then call the local DEQ and ask for said individual. If they don't work there your good to go. I do all my work as a hobby not a business so no license here..
