It depends on prices of block, liner, mortar and labor rates in your area. Locally it would run around 12-1400

Even at local union rates ( Member Local 908 Plasters and Cement Masons) and adding material costs, it wouldnt cost half that LOCALLY. Thats why I'd mentioned prices and rates in your area may differ.
