It's an EPA thing, nothing to do with performance.

The only time I see the second ring of any benefit is on a saw that receives no maintenance and the top ring is shot. IMHO, I'd rather go back in there and replace the single ring and/or complete piston.
Consider the metal in the cylinder the land and the ports the lakes. The ends of the ring(s) on two cycle engines have a peg so they stay in one spot and that spot must be land top to bottom.What do you mean by 2 different ring lands in the cylinder ?
