$1 at a garage sale

Picked this up for a buck! Dont plan on using it for anything, just couldnt pass it up for the price. Do any of you gear geeks out there know anything about these belts? What is the top belt for? My guess is just an extra back brace. It was made by Klein tools in 1980.

Its an electrical linemans belt..the top belt is indeed used for back support, and the lower is used to hold various tools.

Thanks for the reply. I am aware of its intended use. I just dont know what the added belt on top is for.
