California Law, Emissions & Used Trucks

I apologize if this topic is living somewhere in the forum, I tried to search and it mostly covered chainsaws.

I know that 2010 brings some additional requirements and restrictions. I've been to the California DMV site, and have read a ton of stuff on the emissions standards.

However, I'm particularly interested in clarifying requirements on out of state Used Heavy Equipment Sales. I spoke to a gentleman yesterday who was looking for a bucket truck and he stated that nothing before 2004 can be purchased from out of State. (He's in Sacramento)

I realize that the Diesel's have to be up to California code, but I needed to know if there were other specific restrictions you can help me with.

I will say that we are replacing rather than repairing- Damn tiers and the ARB!
We got rid of a kick-butt Morbark 13 because it would not pass. What ever the green people want seems to get by.
