a friend of mine wanted to sell some walnut trees to a lumber mill but was told it was the wrong time of year to cut them? is there any reasoning to this?

It's a great time of the year to cut them. The sap is down and the trees are at their lowest moisture point of the year. If the mill is saying that, they probably don't have a market right now.
